CALL
TO ORDER
President Darrell Mayes called the meeting of the Napa/Solano Chapter of ICC to
order.

INTRODUCTIONS
Self introductions were made by attendees. Meeting was adjourned for dinner by
President Darrell Mayes.
The meeting was called to order from adjournment by President Darrell Mayes.
Motion was made to approve the minutes from the April 1, 2009, meeting as
submitted. No discussion or corrections were noted. Motion was second, and
approved.
SPEAKER
OF THE EVENING
Rick Choate of the Osborne Company discussed the installation of their PEX
piping. Uponor (product name) is the manufacturer of their product and they
supplied handouts with Plumbing Design Assistance Manuals for the meeting
attendees. Uponor also make a Fire Sprinkler pipe line of product.
Terry Knox – “Christmas in July” are asking for donations to send to our
Armed Forces overseas. Information for donations can be found at www.packagesfromhome.org.
CORRESPONDENCE
The
Napa/Solano Chapter received a copy of John LaTorra's yearend report letter to
ICC. Copies were e-mailed to the membership by Secretary Gary West.
INSPECTOR
TIME
Open the meeting for comments from the floor.
·
Gray
water systems for landscaping – Gary West. Gary reported that the Redwood
Chapter of ICC had a presentation at their May meeting concerning the new gray
water recovery systems as stated by David Cliché. A question was posed to the
presenter if the local Sanitary Districts were involved with the design of these
systems due to the fact that the Districts need a certain amount of water to
process and keep their systems flowing. The
presenter’s response was “No we did not include them in the discussion”.

Building
permit requirements for “Poles and screening protection from golf balls” –
Gary West, Tomas Garcia. The membership was asked how the local jurisdictions
viewed poles and light-weight screening around golf course communities by the
residents. Do these poles and screening require Building Permits? The example
given was 2” hollow metal poles with fabric screening 20’ tall. The response
was split for residential screening by the home owner. All agreed it is a
Planning issue due to the change in appearance to the outside of the building
and parcel. HOA’s are trying to get local jurisdictions to enforce their
regulations so the HOA does not have to take the residence to court. The
interpretation of a structure, or fence would be up to the local jurisdiction.
The
group agreed that screening by the golf course, or driving range as a business
would require plans, permits, and inspections.

Cool
Roof – Jay Salazar. Jay spoke about potential Permit Tech training and counter
plan review concerning “Cool Roof”.
COMMITTEE
REPORT

Education
David Cliché - David announced training for a portion of the New Title 24
Energy Conservation in Benicia was well attended. Additional training
opportunities will be sent out as they become scheduled.

Treasurer
Gene Ashdown – Gene reported the revenue balances for the chapter’s
different accounts.

CALBO
Tom Garcia:
Ø
Tom's
reported on CALBO’s Annual Audit at a cost of $8K. CALBO is also finishing up
a minor name change.
Ø
The
Legislative day had 20+ Building Officials for different areas of the state
attend to meet with Legislators.
Ø
The
passing of Residential Fire Sprinklers is being reviewed for application in Jan,
2010.

CALBO
is having their 50th Anniversary ABM in 2012.
Ø
Tom
Garcia informed the Chapter about the New CALBO “Drowning Prevention” flyer
available on-line.
Ø
IRC
is being reviewed for the 2010 Codes with training to address the changes.
Ø
Jay
Salazar is our ICC chapter board liaison.
Ø
Consideration
of requiring the support of 3 ICC chapters to be able to submit for a code
changes/proposal.

Steve Jenson - None

Standard
Details
Dan Kavarian – Dan reported that they have received some comments on the last
round of reviews and additional construction details will be circulated for
everyone review and comments.

2011
ABM
Harvey Higgs – Harvey reported that Tom, Matt, and Harvey visited some of the
potential sites to hold the Napa/Solano hosted 2011 ABM. Silverado Country Club
appears to have the best amenities to host the event with some local sites being
reviewed for some of the off-site events and companion programs.

David
Cliché talked about Economic Stimulus Grants available for Building Departments
and competing funds within each jurisdiction.

Cliché commented on the option to re-organize the Green Building Committee.
Steve Jenson commented that Napa is looking at creating a mandatory Code.
Ø
Napa/Solano
Chapter President Darrel Mayes will be filing the chapter’s report with ICC to
continue the chapter’s affiliation.
Ø
Tomas
Garcia brought up OSHPD-3 Requirements on projects. AIACC approached CALBO about
potentially allowing DSA to certify building departments to perform public
school plan reviews.
Ø
CALBO
has indicated that inspector certifications need to be up-dated to include
California Specific code regulations by attending one of three classes offered.
Ø
Redwood
Empire membership and lunch fees have increased to $65 membership and $25 lunch.
