MINUTES OF September 3, 2008
CALL TO ORDER
President Dennis Corbett called September 3, 2008 meeting of the Napa/Solano Chapter of ICC to order. The meeting was held at the Paradise Valley Golf Club in Fairfield. There were 35 in attendance.

OF THE EVENING:
Dan Roberts of Gastite gave a presentation on flexible gas piping (CSST). He talked about pipe sizing, pipe components, and some code changes. There are three main components to CSST: corrugated stainless steel tubing, listed brass fittings, and listed striker plates. Dan did say that the manufacturer requires that a listed striker plate must be installed at the time of the inspection or it is wrong but then if anybody had ever read the installation manual you would know that. The brass fittings for the Gastite piping system are not interchangeable with any other piping system and vice versa. Dan talked about the difference between sizing the piping using Tables 12-19 though 12-23 and the manufactures’ charts. If you use the manufactures’ charts you would go down one pipe size. Section 1209.4.3 allows you to use three different methods to calculate pipe size through NFPA 54: 5.4.3. Gastite installers are factory trained and must carry pocket ID for verification. CSST can be used in almost any construction project as long as it meets the criteria in section 1209.5.3.4 of the 2007 CPC.

COMMITTEE REPORTS
Gene
spoke in Steve’s absent to report on the two seminars that the Chapter put on
in August. Gene reported that both
were a success. Gene said
there was no additional training scheduled for the remainder of the year but
there had been some interest in an ATC 20 class.

Steve Jensen said that at the last BSC meeting the Green Building Code was approved and will be in part 11 of the 2010 California Building Code. Steve said the Standards will start as voluntary and in two years will become mandatory. Steve reported that jurisdictions would be able to use these standards in forming Green Building Ordinances for their City/County. Steve also said that the next BSC meeting will be on September 11th and there will be a full agenda from the 2008 Energy Standards to Pex piping.
Dan Kavarian said the committee
has received their next four details and will get them out as soon as possible.
Dan wanted to know if the jurisdictions are going to accept the details
that are on the website as code. He
asked this because one jurisdiction would not accept one of the details and said
that it was not correct. Dan
explained when the committee is done with a detail it is submitted to all
jurisdictions for review and if there are comments, the comments are verified
through the code and the detail is corrected.
The request for comments is about a two-three week process and in that
time period a second request is given so everybody can give input.
After the time has elapsed the committee believes that everything else is
correct and sends them to the Webmaster. In
the future when a detail is deemed complete each jurisdiction will check their
name, which is in the name block on the bottom right corner, and only those
details that have been approved by each jurisdiction will be put on the website
and deemed a “Chapter” detail. We
can continue this discussion when the next set of details is ready to be
approved.
OLD BUSINESS
Dennis apologized to the Chapter for not having a
picnic this year. There was talk
last year by some people about relocating the picnic to another place.
So when it came time to verify the reservations for the picnic that date
had been given to another party. We
tried to find a new location but we could not find a picnic area on such short
notice that would work. So we
canceled the picnic. The board will
make sure that this will not happen again.
Fred Cullum gave an update on SB 1608 and said on
August 12th some language was changed to removed the requirement for
a jurisdiction to provide plan check and inspections by CAS certified employees
for now and extends to 2010 the requirement that a jurisdiction must have at
least one CAS certified employee on staff. Dennis
also read from the bill’s text which said, by 2014 a jurisdiction must employ
a sufficient number of CAS certified staff to perform inspection and plan check
services. This Bill has past
both houses and is waiting for the Governors signature, so keep an eye on this
bill and check the CALBO website for updates and DSA website for program
certification requirements.
NEW BUSINESS
Dennis said that next month the Chapter will be
looking for nominations for 2009 Board so we could vote on them at our November
meeting.
Dennis talked about the Final Code Hearings that will be held in Minneapolis, MN, September 17-22, and that the Chapter will have six representatives who will cover both the IBC and IRC portions respectively.
John LaTorra apologized for being late for the meeting and thanked the Chapter for their letter of support it sent to the ICC Board for John’s re-election to the Board for another three-year term. John talked about the Final Code Hearings and said that there was 2400 people signed up for the ABM/Code Hearings but he did not know how many would be at the final action hearings. He did say that about 226 or more of those registered were from California and we might be the biggest contingency represented next to the host state. John said some of the issues to be discussed will be residential fire sprinklers but one issue that has been long debated is energy. One coalition has put forward about 40 code changes and one encompass code change EC14 will change the ICC energy regulation and up them about 30% to become more in line with California. John said that if EC14 is defeated than all 40 or more of the energy code changes will be brought up for vote. He said be prepared to start each morning at 7:00 and go to 9:00+. John also talked about the changes that will be coming to these future code hearing.

INDUSTRY REPRESENTATIVES
Mike Wright, Simpson, reminded everybody of the workshop on September 9th for Building Code Officials in Stockton, check website information. Mike also presented Simpson’s new deck hardware catalog, which has all of the essential parts of code compliant deck building.
ADJOURNMENT
There was a motion to adjourn and President Corbett adjourned the meeting. The next meeting will be October 1st at Paradise Valley Golf Club.
