MINUTES OF July 2, 2008 

CALL TO ORDER

President Dennis Corbett called July 2, 2008 meeting of the Napa/Solano Chapter of ICC to order.  The meeting was held at the Paradise Valley Golf Club in Fairfield .  There were 35 in attendance.

INTRODUCTIONS: Self-introductions were made by attendees  

APPROVAL OF THE MINUTES:
June minutes were amended for some incorrect language.      

Motion made to approve minutes as amended.  Approved

Announcements

 Dennis announced that he has received several requests for support from people running for the ICC board, which will be elected at the ABM.  Steve Jensen made a motion that the chapter sends a letter in support John LaTorra, whose term on the board expires this year.  The motion was seconded and approved.  Dennis will draft a letter in support John.

Dennis also announced that there were handouts on the front table for two upcoming seminars that the chapter is sponsoring; the first on is on August 15th, 2007 Plumbing and Mechanical updates with an Emphasis on Commercial Kitchens, the second is on August 20th and it will be 2006 IFC and IBC Hazardous Material Provisions. Dennis encouraged people to attend these seminars to support the chapter so we will have the funds to offset the dinner costs and to be able to send members to functions like the code hearings.

 COMMITTEE REPORTS

Steve Lamb thanked Tom for putting the two seminars together and spoke on the cost of the seminars and how they’re less expensive than other jurisdiction.  

Budget report was given and approved.

Steve Jensen said that will be a BSC meeting in two weeks but has not seen the agenda yet but thinks that the Green Building Code will be voted on at that meeting.  He also said that the Governor has appointed three new Commissioners.  With these appointments the Commission has a full board now.

Dan Kavarian said that the committee has started to work on five details and hopefully will have some drafts in a couple of months

OLD BUSINESS

Dennis talked about a visit they had from Brian Samulson of the energy commission and ask Brian to speak on what the energy commission wants to get out of the visits.  Brian said they want to get out in the jurisdictions and see how the building departments enforce the energy standards and to be a resource for building departments.  In American Canyon he went out with a building inspector to a job site and went through the CF-6R and CF-4R forms with the contractor to show when they are needed and a to better understanding the requirements of the forms.  Brian reaffirmed that the energy commission wants to be a good resource for both the building departments and the contractor.  Brian has also visited the City of Napa where he spoke to the inspectors and went to a job site where he questioned the superintendent about insulation practices.  Brian wants to visits more jurisdictions so all inspectors can understand the energy code and all of its complexities.  So contact Brian to setup a meeting to stay informed with the energy code. 


NEW BUSINESS

Dennis brought up an email that he received from Tom Garcia that was from the CALBO board asking for input from local chapters regarding HCD proposal to adopt the IRC.  They asked if the IRC should be adopted as a stand alone document or just the building part with IAPMO and NFPA sections inserted to create a residential code.  There was much discussion about this subject both pro and con and at the end of the debate a vote was taken and the results were 9 members in favor of a IRC stand alone code and 15 voting for IRC building with IAPMO and NFPA standards. 

David Cliche brought up a point on direct and indirect waste connections on sinks used in commercial kitchen and when one is used over the other.  David said we need to work with the health department inspectors and explain the code differences between the two so we can make the same call without disagreement.  A building inspector and a health inspector should always work together to achieve a safe and compliant project. 

INSPECTORS TIME

There was discussion about swimming pool barriers and having any alternatives.  An alternative to fences or door alarms would be an automatic pool cover which is allowed by code.  They also make a laser alarm that can go between the house and the pool.

Harvey talked about the exception under section 109.3.5 of appendix chapter 1 of the CBC for gypsum board which states,” Gypsum board that is not part of a fire-resistance-rated assembly or a shear assembly”.  Dennis said when he was in San Jose that they were so busy the only time they would look at drywall was if it was part of an assembly.  There was discussion about remodels and overall daily work load and how much time you have to perform your inspections.  So leaving it up to the jurisdiction to administer the exception as they see fit was the outcome of all the discussion.  

 INDUSTRY REPRESENTATIVES

Mike Wright, Simpson, wanted to let everybody know that there will be a workshop just for Building Officials and inspectors at there Stockton plant on September 9th.  See chapter website for more information.  


ADJOURNMENT

There was a motion to adjourn and seconded, President Corbett adjourned the meeting.  The next meeting will be September 3rd at Paradise Valley Golf Club, Fairfield .
